Census estimates count 1,202 mobile homes among Floral City's 3,030 housing units, about 40 percent, next to 1,766 single-family houses. Concrete contractors in Floral City answer to Citrus County, not a town hall

Floral City has no town hall permit desk. It is unincorporated, so the Citrus County Building Division in Lecanto handles the permit, and every application goes through the county's Accela portal. The county's residential forms include a Right of Way Affidavit, an Ag Recognition Exemption form, an Owner Builder Affidavit and a Permit Exemption Request. Wells and septic are a separate track through the Florida Department of Health in Citrus County, and that matters if your slab goes near a drain field.

Citrus applies the state's under-$7,500 exemption for single-family work, but only after a written request with the contract and a notarized Permit Exemption Request Form, never on property partly or wholly in a flood hazard area, and never on a job split into pieces to stay under the line. Orange Avenue and the Avenue of Historic Oaks

The historic district was listed on the National Register of Historic Places on December 1, 1993. It is the only national historic district in Citrus County, and its defining feature is the Avenue of Historic Oaks along Orange Avenue. The National Register nomination describes about 20 acres, mostly along that oak-canopied road, and counts the canopy itself as a contributing part of the district.

If your home is in or near the district and the job is a new driveway, an apron or a walk under those oaks, ask Citrus County before the work is scheduled whether anything applies to your parcel. Big trees change the job itself. If you hire concrete contractors in Floral City to pour under the oaks, ask how they will handle the roots. We look at where the roots run, keep the slab edge and the excavation where they cause the least harm, and plan joints so a lifting root shows up as a joint that moves, not a crack across the middle. The goal is room for the tree to keep growing and a slab that stays flat.

Lake Floral, Lake Ogden and the Tsala Apopka shoreline

The area wraps around water. The Census maps Tsala Apopka Lake, Lake Floral, Lake Ogden, Bradley Lake, Clear Springs Lake, Pine Lake and Little Lake inside or across its boundary. Of 30 sample points we checked against the FEMA flood map, 24 were zone X and 6 were zone AE.

A lakeside lot raises two points. First, if any part of the parcel is in a flood hazard area, the $7,500 permit exemption is off the table, so even a small porch slab is permitted. Second, if your lot sits low or holds puddles after rain, we raise the pad, compact clean fill and slope the surface away from the house before anyone talks finish. The Florida Geological Survey lists 12 subsidence reports inside the Floral City boundary. Those are reported events, not confirmed sinkholes. We still walk the lot for dips and soft spots before we quote.

Lake fine sand, Astatula sand and the clayey patches

Most of our Floral City sample points landed on fast-draining sand. Lake fine sand turned up at 8 of 30 sample points and Astatula fine sand at 7, both excessively drained and rated not limited for building by USDA. Arredondo fine sand, well drained, showed up at 3. Sand like that carries a slab well once it is compacted in lifts, and the code wants fill under a slab free of roots and debris and compacted for uniform support.

The exception is the clayey-surfaced Lake series, which turned up at 2 points. Its hydrologic group is C, meaning water soaks in slowly, and USDA rates it very limited for dwellings. On that soil, puddles will tell you before we do. We plan the base and the slope for it, and on a building slab we may raise the grade with clean sand. Six of the 30 points landed on soils rated somewhat or very limited, so we check for it on every visit.

Driveways and barn pads on Floral City acreage

On larger Floral City parcels off US 41, the jobs get bigger: long driveways, barns and equipment sheds. A driveway runs $8 to $14 per sq ft, about $4,000 to $9,800 for a two-car size.
